I'm sure you've seen the TV ads or heard the news on the radio. Everyone must now register their cell phone number with RICA (Regulation of Interception of Communications and Provision of Communication-Related Information Act). Being cynical, I curse the global reality of “Big Brother”.

But just how much do you know about this act, and what it really means for you?

In 16 months you could lose your cellphone number!

I’m usually sceptical of any new Act the government passes. But it's implementing RICA for good reasons and if you don’t register, the law will force cell phone companies to deactivate your SIM card. You’ll have to jump through hoops and red tape to get a new one.

Why do we need this new Act anyway?

This act aims to help law enforcement agencies identify the users of cellphone numbers and track criminals using cellphones for illegal activities. They’ll also target all those scamsters using pay-as-you-go accounts. What I like most about this Act is it makes it compulsory for people to report to police if their cellphones get lost, stolen or damaged.

Which cellphone numbers must you register?

If you have any contract or prepaid cellphone numbers and data SIM cards, you must register the number or the cell phone company will disconnect your number. When you get a new cellphone number, you must register it's activated.

Where do you register?

You can register at most stores that sell starter packs. For more information, contact your cellular network’s Customer Care Centre or visit their website. Go to the RICA page of http://www.vodacom.co.za, http://www.mtn.co.za, http://www.cellc.co.za or http://www.virginmobile.co.za. You have until January of 2011 to comply, otherwise your cellular service provider will deactivate your SIM.

If you’re a good, law-abiding citizen you don’t have anything to hide and there’s no good reason NOT to register your details. Here’s your chance to do something to help make South Africa a safer place.
